Overview
Greg is currently the owner of Galluzzi Consulting, LLC. He has been working in the market for 45 years with 200 customers across over 300 projects focused on CIS, CRM, CX, ERP, EAM/WAM, OMS, FSM/MWM, AMI/MDM, and many other applications.
He worked at TMG Consulting from 1992 until 2024 where he was responsible for conducting Strategic Enterprise Plans, Strategic Solution Roadmaps, Information Technology Plans, Strategic Solution Procurements, Implementation Quality Assurance Oversight, Audits, Readiness Assessments, Research, Pricing Analysis, and Regulatory Testimony & Studies for all types of utilities and all sizes, from the smallest public owned utility to the largest Investor-Owned Utility (IOU).
Greg started his career at Accenture in 1980 out of the Phoenix office. He traveled extensively, working primarily for IOU’s who were planning to replace their billing systems with new CIS and WMS applications. He continued working in this area until 1992 when he started his own consulting firm, called TMG Consulting, Inc. based in Austin, Texas. As part of this startup effort Greg focused primarily on smaller municipal owned utilities in the State of Texas. As the years progressed his customers grew to include moderate to large IOU’s and Public Power Utilities working primarily on CIS/ CRM/ ERP/ EAM/ AMI applications.
Greg sold his business in 2009 to Five Point Partners where he worked as a Senior Vice President responsible for application plans, solution procurements, and implementation oversight. Greg worked in this capacity for 5 years. Then in 2014 Greg rejoined TMG Consulting offering the same services as in prior years. Today, Greg works with large and small IOU’s, Public Power, Cooperatives, and Municipal Water utilities in many application areas across the U.S. and Canada.

1) Engaged by utilities to present the State of the Industry, to industry groups and individual city and investor-owned utilities. Greg has conducted over 100 formal presentations at various conferences and has conducted over 20 organized and accredited half-day events to various associations and joint action agencies.
2) Engaged by utilities, software vendors, solution integrators, and industry analysts to conduct Competitive Assessments and assess the competitive nature of various solutions that are being offered in the market. Greg has conducted 35 competitive assessments.
3) Engaged by utilities to provide Formal Pricing Analysis of project costs against industry metrics, also project data in financial models for project planning purposes, and for use in preparing regulatory testimony. Greg has conducted 15 paid pricing projects for utilities, and numerous free unpaid pricing packages have been provided.
4) Engaged by utilities to perform Audits and Readiness Assessments of inflight implementations and operational assessments of recent product go-lives. In addition, hired to provide expert witness testimony, respond to information requests, and provide rebuttal testimony during regulatory hearings. Greg has conducted 30 legal/audit projects for utilities.
5) Engaged by utilities to plan their Business and Technology Roadmaps at the Enterprise level and/or the individual Solution level. Greg has conducted 60 Strategic Enterprise or IT Plans, and Strategic Solution Roadmaps or Application Plans.
6) Engaged by utilities to conduct Strategic Procurement and Selection of software vendor and solution integrators. Greg has conducted 90 procurement and selection projects.
7) Engaged by utilities to provide Implementation QA Services, Greg has been involved in the oversight of 50 implementations. Experienced with project budgets in the $1 million to $500 million-dollar range and project teams of 5 to 350 persons, Greg has worked with 200 customers:

Maritime Electric Testimony to IRAC – Island Regulatory & Appeals Commission
2024 - Galluzzi
Provided testimony for Maritime before IRAC to approve funding for the Maritime AMI/CIS project. Testified on the selection process and the reasonableness of the costs, timeline, and risks of the project. The project funding was approved with monitoring and reporting to IRAC by Maritime during the 4-year project.
New Mexico Gas Testimony Regarding Rate Case Filing
2024 – Galluzzi
Contracted to testify before the Alberta Energy & Utilities Board at some point in the designated future, on behalf of the ATCO OPCO's and the reasonableness of their CIS Costs, the implementation projects begin Jan 1, 2021-2023.
Fort Collins versus Open International
2024 - Galluzzi
The City of Fort Collins contracted with Open International LLC, for software services, which led to mutual breach of contract claims. A jury found that Open fraudulently induced the City to enter the contract. The City elected to rescind the contract, and the district court held a bench trial on restitution, ordering a judgement of nearly $20 milion against Open. Greg provided expert witness testimony related to the selection and implementation of the Open products at the City.
ATCO Group Testify to Alberta Energy & Utilities Board
2021-2023 - Galluzzi
Contracted to testify before the Alberta Energy & Utilities Board at some point in the designated future, on behalf of the ATCO OPCO's and the reasonableness of their CIS Costs, the implementation projects begin Jan 1, 2021-2023.

For WEC conducted a study to review and offer an opinion on the reasonableness of the implementation of the new CIS for 5.1 combination Electric & Gas customers across 10 OPCOS in 2021 over a 10-year period.
LADWP Assurance, Audit, & Testimony
2015 – Bauer/Galluzzi
The implementation was initiated in June 2010. The system was placed into production in Sept 2013 with warnings from TMG as the QA manager that “project scope, quality, and schedule were all at the lowest possible rating and needed immediate attention.” Others warned of problems. A root cause report was produced in 2014. A lawsuit was filed in March 2015. In Sept 2019 the City dropped their lawsuit. LADWP continues to enhance and operate the system.
Northeast Utilities Formulated Testimony

For NE Utilities contracted in 2007 to provide data regarding the CIS initiative in order to formulate testimony to the regulators in Connecticut, Massachusetts, and New Hampshire where the utility operated its electric distribution segment.
Philadelphia Water Utility, City CIS Assessment
2006 - Galluzzi
In April 2003 after seeing the City’s decision to start a CIS development project with the software vendor, TMG wrote a letter to the City’s CIO pleading with the City not to pursue custom development of a CIS solution. in June 2003 after spending 3 years and $20 million dollars working with the software vendor to implement a new CIS system the City shutdown the project and continued working on its old legacy system.
In January 2006 TMG was hired to review the City’s situation and identify an alternative solution to its legacy system. In late 2006, TMG assisted the City in organizing a short evaluation and contracting with a new software vendor to implement their solution in 9 months for nearly 1/3 the cost with the ability to reuse as much of the old software vendor's work that had been completed and paid for. The system was successfully placed into production.
Entergy Testify to Louisiana PSC
2003 – Galluzzi
Testified before the Louisiana Public Utility Commission in 2003 regarding the reasonableness of the Entergy Gulf States CIS project implementation costs which ultimately included 5 OPCO's and 5 regulatory jurisdictions. Provided data to support these filings.
Sierra Pacific Power Company Consortium Analysis
2002 - Galluzzi
Contracted in 2002 to study the benefits of merging PGE and their CIS initiate into the two SPPC OPCO's (Nevada Power and Sierra Power) and their CIS initiative to gain synergies and favor with the regulators. Also during this process, negotiated a 10-year locked in maintenance deal with the software vendor at the corporate level for all SPPC OPCO's.
Equitable Resources Project Health Check Audit
2002 – Galluzzi
TMG was engaged by EQT in October 2002 to review the project and render an opinion as to the viability of the solution and the ability to achieve a December 2002 go-live date. Hired to sort through problems, define issues, and determine whether completion of the project was feasible. An extensive audit of the project was conducted. TMG estimated the system would not be ready by Dec 2002, and would require one more year, Dec 2003, to implement at a cost of several million more. EQT decided to significantly reduce risk by acquiring the software vendor solution, implementing TMG audit findings, and going live with the system one year later.
ATCO Group Testify to Alberta Energy & Utilities Board I-Tek
2001 - Galluzzi
In February 2000, the City implemented a CIS which was placed into production and was responsible for producing erroneous bills, impacting the City's revenue stream, and potentially reducing the City's Bond Rating. In June 2001, the Major ordered an independent review of the Troubled System to address billing issues, impact on customers and the potential impact to the City Credit Rating and the cost of Capital. TMG was engaged in September 2001 contracted to study the situation and recommend a course of action to City Hall and the Mayors Office to demonstrate to Bond Holders that the City was correcting the situation and the City Bond Rating would not be reduced. Produced an Assessment & Bond Study in November 2001. Study results indicated the City should address immediate short-term needs by stabilizing and operating the current system through addressing all study recommendations while moving to quickly replace the system with another CIS solution. The City successfully implemented this transition strategy and a new CIS solution.
BC Hydro + BC Gas Consortium Analysis

Contracted in 2000 to study the benefits of merging two separate CIS initiatives in Vancouver related to the BC Gas CIS initiative and the BC Hydro CIS initiative to gain synergies and favor with the regulators.
Tacoma QA & Expert Witness Testimony Arbitration Board
1999 - Galluzzi
In July 1998 as the QA manager advised the Project Advisory Committee and informed the TPU Board of Directors to terminate the contract with vendor. In late 1999, testified before a three-person arbitration board on behalf of Tacoma Public Utilities and their CIS Project which had been terminated within the first 3 months due to non-performance. Based on this testimony, TPU won several million against under a million paid to the vendor, TPU was awarded dollars for the time and money they had invested and wasted in the vendor product solution.
ElectriCities of NC Board Ratification
1998 - Galluzzi
Contracted to present and ratify the Common Harris CIS Solution for the 72-member city utilities with the Electricities Board. Subsequent data and presentations were provided and conducted with individual city councils and boards as they bought into the solution.

• Developed a digital solution roadmap and business case which assessed alternatives regarding either retaining the Vertex status quo, or replacing with the EPCOR Canada SAP solution, or replacing with the new VertexOne SAP solution.
• Responsible for assembling the solution roadmap including core CIS, Customer Channels, and extended or edge systems, GIS, OMS, WMS, MWM and MDM.
• Negotiated contracts for the VertexOne Essentials Modernization solution with final approval in November 2020.
• Conducted a Contact Center assessment to assist EPCOR with analyzing options regarding the buildout of their own 44 seat virtual or physical contact center in New Mexico or to retain their current outsourced contact center to support a pending acquisition of a New Mexico utility.
• Managed the development of Process Workflows for their MWM and their CxT or Customer Communication Channels, and how current workflows would be accommodated by the VertexOne Essentials Modernized solution and specifically by the VertexOne VxField and Customer Advantage / Communication Advantage software.
